Job Summary: The MWBE Compliance Manager in Orange County, NY, will ensure compliance with Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), and Service-Disabled Veteran-Owned Business (SDVOB) participation goals. This position involves managing compliance efforts, overseeing reporting, and ensuring adherence to good faith efforts as required by Agency guidelines.
Additionally, the MWBE Compliance Manager will lead outreach initiatives, including coordinating workshops, seminars, and information sessions to support MWLBE and SDVOB participation. The role requires a highly experienced individual who can work independently, while engaging part-time team members or vendors as needed.

Key Responsibilities:
  1. Good Faith Effort Implementation:
    • Develop and implement strategies to maximize MWBE participation, ensuring compliance with Agency’s good faith efforts requirements.
    • Work with contractors and subcontractors to divide work into smaller portions to increase the likelihood of achieving MWBE participation goals.
    • Actively solicit MWBE bids and proposals, and maintain documentation of outreach efforts, including communication with MWBE contractor associations.
  2. Reporting and Documentation:
    • Submit monthly reports (e.g., "Monthly M/WBE Report") on participation percentages, compliance updates, and good faith efforts via the Agency’s designated diversity management system (LCP Tracker).
    • Maintain detailed records of MWBE participation, including names, locations, scope of work, contract amounts, and associated dates.
    • Monitor progress toward MWBE goals and ensure that subcontractors and other stakeholders adhere to their MWBE participation plans.
    • Ensure accurate and timely reporting of certified payroll information.
  3. Engagement with MWBE and SDVOB Firms:
    • Provide guidance to MWBE and SDVOB firms to ensure compliance with Agency contract requirements.
    • Facilitate one-on-one support for MWBE firms to help them understand the bidding process and complete necessary documentation.
    • Collaborate with the Agency’s Office of Diversity and Inclusion to ensure proper certification of MWBE firms and address any compliance issues.
  4. Outreach and Engagement:
    • Coordinate and participate in meetings with MWLBE and SDVOB firms to educate them on the process for accessing opportunities.
    • Create and lead workshops, seminars, and information sessions to provide guidance to MWLBEs and SDVOBs on compliance and participation in Agency projects.
    • Serve as the liaison between the Agency, contractors, and MWLBE and SDVOB firms, ensuring transparency in opportunities and access to resources.
  5. Monitoring and Progress Meetings:
    • Participate in bi-monthly or monthly progress meetings with the Agency’s MWBE Program and Compliance staff.
    • Regularly engage with contractors and subcontractors to ensure they are meeting their obligations for MWBE participation.
    • Attend pre-bid meetings, workshops, and other relevant events to promote MWBE engagement and compliance.
  6. Compliance Oversight:
    • Ensure compliance with all affirmative action requirements, including the goals for minority and female employment across all projects.
    • Ensure that all MWBE subcontractors are performing commercially useful functions and that their work is properly supervised and documented.
    • Collaborate with Agency staff to address any issues regarding MWBE participation and compliance.
  7. Payment and Financial Oversight:
    • Monitor and ensure that progress payments are made in a timely fashion to MWBE subcontractors, preferably on a bi-weekly basis.
    • Track and ensure retainage payments are made when MWBEs complete their work.
  8. Additional duties as assigned.
Skills and Qualifications:
  • Bachelor’s degree in business, Public Administration, Compliance, or a related field.
  • 7-10 years of experience in supplier diversity, compliance, public contracting, or procurement.
  • Proven experience leading a compliance or outreach team, with the ability to work independently and engage part-time team members or vendors as needed.
  • Experience with reporting and compliance software such as LCP Tracker or similar diversity management systems.
  • Strong knowledge of MWBE regulations, especially those related to Agency guidelines.
  • Excellent organizational, leadership, and communication skills.
  • Ability to manage multiple projects and meet deadlines.
Preferred Skills:
  • Knowledge of diversity reporting tools such as B2G Now and LCP Tracker.
  • Excellent computer skills, including proficiency in MS Office, particularly with Excel spreadsheets and formulas.
  • Experience working with diversity programs in construction and public procurement sectors.
  • Experience coordinating and delivering workshops, seminars, and information sessions for MWLBE and SDVOB firms.
